Supervisory Facility Operations Specialist
The Chief of Facility Management serves as the facility management expert and provides leadership and direction for a complex, multi-faceted branch through the management of subordinate supervisory staff, multi-year budgets and projects, and utilization of information technologies. The program includes operations and maintenance for housing, buildings, roads (paved and unpaved), trails, solid waste/custodial, fleet management, water and waste water systems, and utilities. Identifies and implements optimum methods to maintain, construct, preserve and operate facilities. Serves on the park's leadership team, is actively involved in decisions affecting overall park management policy and operations, and is the principal advisor to the Superintendent on all matters concerning facility operations. Utilizes Facility Management Software Systems for cost effective management of assets. Utilizes asset inventories and condition assessments to develop deferred maintenance costs for plans. Utilizes asset priority index, deferred maintenance costs, current replacement values and facility condition index to plan, schedule and direct work to operate facilities and assets at their most effective level. Works in collaboration with subordinate supervisor to review and adjust work plans/schedules to address deficiencies and operational needs. Determines and recommends project scope, goals and objectives, and alternatives for facility modifications when infrastructure capabilities cannot support mission requirements. Facilitates planning and design processes; develops spending plans and budget protocols; manages construction process ensuring all project documentation is completed and archived. Prepares, reviews, and approves plans, specifications, and drawings for park facilities. Prepares written technical documents, such as guidelines, specifications, project proposals, scopes of work, reports, and memoranda. Makes recommendations on professional aspects of contracts for construction, supplies and services. Serves as a Contracting Officer's Technical Representative, or similar role, to oversee contractor work. Responsible for safety and a training program to eliminate at-risk behaviors and environments, and enforce regulatory policies. Instructs employees on the safe use of tools and equipment, and the use of personal protective equipment and fall protection. Determines trends and root causes of incidents. Initiates inspections and corrective measures for violations of OSHA standards. Responsible for complying with all building, life safety, and NFPA codes, as well as accessibility standards. Develops, reviews, and updates Safety Plans, Standard Operating Procedures and Job Hazard Analyses. Initiates actions and serves as the liaison for compliance of environmental/cultural issues related to project proposals and park facilities operations. Ensures work performed adheres to Historic Preservation Act and National Environmental Policy Act requirements. Ensures compliance with environmental protection regulations and procedures. Develops projects requesting funds to augment base funds, e.g., cyclic maintenance, repair/rehab, FLREA, line item construction, and Federal Land and Highways Program. Develops and implements processes to analyze operational accounts, manage reimbursable accounts, and reconcile property inventory. Exercises the full range of supervisory duties and recruits and recommends selection of employees. Leads subordinate supervisors to execute work plans, establish work schedules and set priorities. Establishes and maintains effective communication channels with subordinate employees. Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:
managing planning, organizing, and directing a complex maintenance operation; supervising multiple facility operations and maintenance activities such as roads, trails, building and quarters, utilities, custodial staff, grounds work, and facilities database management; ensuring completion of facilities management work through subordinate supervisory staff; developing annual and multi-year budget plans to ensure facility maintenance and project goals are met; serving as Contracting Officer's Technical Representative (COTR) on government construction and service contracts; performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects; and communicating with management and internal and external constituents to address and gain support for facility operation needs.
